Rare resources

I have question about rare resources from mining and lumberjacking.
Do they have specified place (like that I can mine shadow iron always in the same spot) or do their gathering is random ?

And does it depend on mining skill ? I have 100, is it better to mine for rare resources with gloves of mining +5 ?

The resources are found randomly with the 100% in the skill, I don't think using +5 gloves gives better chance. Only the race of your pg makes the difference. Elves have an higher probability to found out special resources than humans.
