Perhaps his account is just older than yours? If his account is at least 1 year old then he should be able to wear the robe. But I don`t know if it is possible for non-premium players to get veteran rewards here.

Well, the bronze clock is reserved for the premium users only. Your friend probably has subscrived the premium in the past. The age of the account does not have importance if it is not of Premium type.

well, dude, ethy pets are veteran rewards! so is this robe. now you are saying that: "you don't need to be premium to use veteran rewards while you need to be premium to use veteran rewards" ... but anyways. It's more than fair that premium players can have this kind of items but I think it's stupid that non-premium players can't use it.
