Help with Bonding

Please, help me with bonding a dragon.
My skills:
Taming: 79
Animal lore: 100
Veterinary: 82
..I am just on my way to elder tamer
With jewerly i have 102 taming. Yestarday i tame a dragon. And now i want to bond it. With jewerly on me i feed my dragon. But he says me somethig like "Your pet cannot form a bond with you until your animal taming ability has risen".
So, it is a question: for bond, i need a REAL tame skill?

No, i just WANT to start "bond timer" by feeding my creature. But he says, that my animal tame skill is too low. Before i played on other shards, where bond allowing calculated depends on tame skill with jewels. But here used only my real skill...
