I dont know If this is the right place to post this, correct me if im wrong. But who else has seen a flower garland? Ive never even heard of them until today when I found one on a zombie i killed...Are they normal?

Yep, it's normal to find it, even with magical props.
It was added to monster's lootpack when even things like hats and toku-stuff were added.
