Faster Statgains Through Skills

I couldn't help noticing that the stat gains are slow, I trained GM mage + Eval and int gained by 20. I also trained sms from 21.9->100, Dex gained by 3.

Maybe you should put faster statgains, because I dont want to rape my skillcap to get stats up by camping :P

There are some changes that should be made at skill/stat gains, including the implementation of the guaranteed gain system.
We know that the gains here are not as on OSI shards
