Exceptional Shields

When crafting an exceptional shield, it doesn't add any bonus for being exceptional like armors? Before when you craft it exceptional the shield gain about 15% of bonus like armors (my last shield was crafted a long long time ago), it's a bug or it's an official OSI publish change?
