Most of us know that ability (such as armor ignore) mana cost is based on two factors - character's Lower mana cost item bonus and combat skill summ.
Human bonus Jack of All Trades gives 20 + 20 + 20 ... ... bonus combat skill allowing for humans to have only one of the combat skills to reach the 300 bonus skill summ for -10 mana cost for abilities.
This kills the purpose of having an elf character, because it's hard to summ up 300 points of the required skills.
In publish 64, february 2010 this was removed (information from uoguide, I will provide links under my post), thus requiring 200 combat skill summ for -5 ability mana cost and 300 summ for -10 ability mana cost.

The 20 skill points from humans’ “Jack of all Trades” will no longer apply to the skill points required for the mana discount on special moves. If players do not have 200 or more modified points in various combat skills (Swordsmanship, Mace Fighting, Fencing, Archery, Throwing, Parry, Lumberjacking, Stealth, Poisoning, Bushido, and Ninjitsu), their special moves will use the full mana cost

Special move mana cost can be decreased by having multiples of certain skills. With 200 to 299 combined skill points, the cost will decrease by 5 mana. Having 300 or more it will decrease by 10 mana. The included skills are: * Swordsmanship * Mace Fighting * Fencing * Archery * Parrying * Lumberjacking * Stealth * Poisoning * Bushido * Ninjitsu * Throwing Note - The Human's "Jack of All Trades" racial ability previously granted them at least 20 points in all these disciplines (meaning they effectively had at least 200 points regardless of how their real skills are distributed), but this was removed with Publish 64 in February 2010.
